Abstract

This article examines how information and communication technology (ICT) adoption and administrative discretion are associated with the innovative mindsets of public employees in South Korea. Employing moderated multiple regression analysis, the authors examined secondary survey data on South Korean public employees’ perceptions collected by the Korea Institute of Public Administration in 2021. The findings support a direct and positive impact of ICT adoption and administrative discretion on the innovative mindsets of public employees. Moreover, the results highlight the moderating influence of (perceptual) administrative discretion on the relationship between ICT adoption and innovative mindsets of public employees. The authors discuss the theoretical and practical implications of the findings and contributions of this study.
