Abstract

Gareth Evans is President of the International Crisis Group, a Member of the UN SecretaryGeneral’s High Level Panel on Threats, Challenges and Change, and was Co-Chair of the International Commission on Intervention and State Sovereignty in 2001. He was Foreign Minister of Australia from 1988 to 1996. This article is based on the 2004 Cyril Foster Lecture, delivered at Oxford University on 10 May 2004.
