Summary

Introduction

Among the fundamental research on the accessibility of higher education in the countries of the world are the works of Alex Usher and other Canadian researchers [1, 2] who provide a comparison of a number of national educational systems on the basis of quantitative indicators. The number of countries considered by the authors is limited due to the lack of statistical data. Comprehensive information on mass higher education in the BRIC countries is given in the joint work of researchers from England, India, China and Russia [4] The data on the enrolment of young people in higher education programmes in these countries, the ratio of elite and mass higher education and the issues of quality of mass higher education are considered in detail
