Abstract
This article discusses the urgency of water system infrastructure rehabilitation, focusing on a 2007 Drinking Water Infrastructure Needs Survey conducted by the U.S. Environmental Protection Agency (USEPA). The survey provides the basis for allocating Drinking Water State Revolving fund (DWSRF) capitalization grants to states, and indicates that $334.8 billion will be needed over the next 20 years for pipe, treatment, storage, source, and other infrastructure. The article stresses the importance of communicating to customers and water consumers the costs involved in asset management to engage their confidence and their understanding that the cost to operate a water system is minimized, even though the cost may rise over time, to provide safe and sufficient water.
