Abstract
One of the most effective tools of a land manager is water development. In the western United States mater often remains a critical and limiting factor in rieeuring the maximum efficiency of land use. At the Starkey Experimental Forest and Range, in northeastern Oregon, water development has been one of the key factors in obtaining proper distribution of cattle over the range. During the 1949.1953 period, water development increased in mm&r from 9 to 52.
