Abstract

Abstract Turkey, a strategically located country between the Middle East and Europe, between the Soviet Union and the Middle East, has been an important player in international affairs for the past 1000 years. As the heir to the Ottoman Empire, which ruled much of the Arab Middle East and the Balkans, Turkey's views and insights into the foreign and domestic affairs of the countries that now comprise these areas are important. Turkey is the only Middle East country, with the exception of Iran, with abundant water supplies. Turkey has developed an ambitious project to manage the waters of the Tigris and Euphrates Rivers as well as other water projects. These projects have the potential to benefit the water‐starved Middle East. This study examines Turkish perspectives on water management and the influence of water on Turkish domestic and foreign affairs.
