Abstract

No current issue, except perhaps the rising cost of meat prices, is more critical at this time than vocational (career) and educational programs and employment development for the Blacks in our cities. Recent court decisions on employment testing and the political posture of the U.S. Government on poverty programs, urban renewal, along with the grave fiscal crisis in our schools and communities, make those issues of even greater importance. Moreover, major bills now before Congress address Federal policies in all aspects of the urban community and education. Thus, social policy regarding vocational (career) and educational programs and employment development are interconnected issues relative to Blacks in the cities.
