Abstract

I invite your attention to the consideration of the visual standards in the public services of the United States, the subject concerning which I have chosen to address you this afternoon. It occurred to me that it might be well to collate all the laws which the government has enacted regarding the visual requirements of those engaged in its public services. I was aware that this information had never been collected and placed in a readily accessible form, as I had frequently myself had difficulty in ascertaining what the standards of vision were, which governed the admission of cadets into our naval and military academies, or regulated the granting of licenses to pilots. With this idea in mind, and with the intention of laying the entire subject before the Section at this meeting, I devoted myself to the acquisition of as much information regarding the matter as was possible, and
