Thousands of small chemical companies that are unlikely to ever see an environmental inspector will be able to get a confidential virtual inspection via the Internet beginning in October. The assumption behind the program, funded by the Environmental Protection Agency, that there are a lot of manufacturers out there who want to do the right thing but have a hard time understanding even where to begin, says Scott Butner, a senior research scientist at Pacific Northwest National Laboratory (PNNL), Richland, Wash. If you don't know if you are in compliance, the last thing you really want to do is ask a regulator to 'come take a look and tell me if I am.' So names of web site users will not be shared with regulators. PNNL is one of three contractors setting up the EPA program, called ChemAlliance.
