Abstract
Container on Barge (COB) is a freight transport mode that utilizes barges to transport shipping containers. This mode has been relatively slow to develop in the United States compared to Europe and Asia. This research contributes a comprehensive and practical readiness assessment scorecard based on value-focused thinking for inland waterway ports to evaluate the feasibility of COB development. Based on a comprehensive literature review, the Container on Barge Readiness Assessment Scorecard covers important attributes and provides constructed measurements to assess COB port readiness. Applicability of the scorecard is demonstrated on nine global ports, and implications for engineering managers are presented.
