Abstract
This article proposes to observe the porous relationship between the participation of different actors and the formulation of public policies in the field of urban mobility, with a central focus on the pedestrian mobility system in São Paulo. This system is here understood as the set of places of passage, but also of permanence and, as such, public space product of social relations. The analysis focuses on the first two decades of the 2000s, and culminates in the years 2020-2021, crossed by the pandemic triggered by Covid-19.
