Abstract

This study suggested how to improve the disaster safety system in South Korea via government-private partnerships in preparation for reunification with North Korea. The results of this study recommended the legal and institutional reform, standardization of disaster terminology, manual generalization, and enhanced disaster safety system reflecting the regional characteristics. In addition, for smooth cooperation for the disaster management and response system between the two Koreas, it would be desirable to establish a more focused strategy on the border area, economic cooperation zones, and the exchange areas instead of a comprehensive strategy in the widespread area. In particular, according to the analytic hierarchy process, the expert groups identified system reform as the most important reform with regards to the disaster management system in preparation for the Korean reunification, followed by policy reform and cooperation system reform.
