Abstract
The article examines the regulation of land relations in the agricultural sector of economy, as well as state and municipal administration of agricultural land use in Astrakhan region. The paper also considers private land ownership, the state land use and the rental system of agricultural land use with the vicious practice of one-time consumption of soil fertility and post-rental degradation of agricultural lands, land rent as a regulation of the rational use of agricultural land and the formation of local budgets using land payments, and other land problems and the ways to solve them. “Words follow facts” (Ivan Petrovich Pavlov).
