Abstract
Abstract A State shall not engage in activities, including military space activities, that constitute a use of force against another State, in violation of the UN Charter. This Rule is based on Article 2(4) of the UN Charter, and is also reflective of customary international law. This Rule applies to any activity in the exploration and use of outer space, including the Moon and other celestial bodies, in accordance with the explicit requirement in the Outer Space Treaty (OST) that all such activities be conducted in accordance with international law and the United Nations Charter. The travaux préparatoires of the OST further indicate that this reference to the UN Charter was included to ensure that the use and exploration of outer space would not jeopardize international peace and security.
