Abstract
Current health care reform calls for the reduction of health care procedures that are less effective, more costly, and of little “value”. However, the methodology and infrastructure to guide value-based purchasing of the reform era have yet to be devised. Currently, purchasers of health care readily have access to the cost of care. Without a corresponding effectiveness measure, policy remains driven by “cost-based” rather than “value-based” reform.
