Abstract

How is the US national security apparatus setting up AI governance as a cornerstone of US strategy? In adopting principles for safe and ethical AI for defence, the United States established itself as a first mover in the military AI governance space. This chapter explores the attempts to bolster whole-of-government AI governance for national security issues. At the strategic level, a socio-technical view of US artificial intelligence governance means focusing on how the United States is trying to shape the trajectory of the technology not just to align with the values that shape democratic societies and citizenries but also to extend this to the current ideological competition by creating a contrast between a democratic way of using AI and alternative, authoritarian views. To explain how this vision is implemented, the chapter turns towards the relevant US actors for governance in the executive branch.
