Abstract
Abstract : Millions of people around the world have been killed by conventional arms since the end of World War II. If increasing access to conventional arms is partly responsible for political and military aggression in post-Cold War Europe, what should be the United States' response? This study explores the new US Conventional Arms Transfer Policy of February 1995 in terms of ends1 ways and means and its linkages to US National Security and National Military Strategies. Analysis focuses mainly on post- Cold War Europe, providing examples of multilateral arms control successes and recommendations for US policy implementation.
