Abstract
urban cores have caused central governments to initiate a series of inner city policies. Between 1981 and 1987 10 Urban Development Corporations (UDCs) were created in the UK and given wide development powers. The two declared In 1981, and especially the London Docklands Development Corporation, have presided over substantial redevelopment programmes. However, UDCs raise a number of debates in relation to local democracy, the effectiveness of Development Corporation policies and equity considerations. Alternative approaches to urban redevelopment have been instituted elsewhere, notably by the Scottish Development Agency, premised on greater cooperation between central and local government.
