Abstract
Global chlorine producers and trade unions have reached an agreement—one that is at the same time groundbreaking and incomplete—to cooperate on the development of environmentally sustainable practices in the chlorine industry. The pact was signed on Oct. 20 in Montreal by members of the World Chlorine Council and several unions affiliated with the International Federation of Chemical, Energy, Mine & General Workers' Unions (ICEM). It is intended to unite labor and management in the chlorine industry to ensure that their concerns are heard by scientific, environmental, and government organizations in the continuing debate over the future of chlorine chemistry. But although any cooperation between labor and management on the sensitive chlorine issue is an accomplishment, the newly formed alliance is missing key players, and those that did sign on have no illusions about what they are entering.
