Abstract

This working paper highlights the need for a new law to support a social entrepreneurship model for eradicating child illiteracy in India based on private sector participation. It provides a high-level review of the performance of the Government of India (GOI) in dealing with this issue. It concludes that there is too much corruption and ineffective governance to rely on the state. It presents some basic data to build and explain a “future state” model. It then analyses relative roles – of the firm, of UNICEF and of the GOI – in the model. The objective of the paper is to eradicate child illiteracy in a much shorter time span using a project management approach.
