Abstract
The increased attention to integrity in the public sector during the past decades has been accompanied by growing scientific interest in integrity as field of research. As yet, analyses of integrity policy as change process has not been part of the established research agenda. Insight into the actors, factors and circumstances that influence policy change could however lead to more realistic ambitions and enhance the possibility to steer integrity policy. This study applies Kingdon’s model of policy change to reconstruct and analyse the changes of Dutch integrity policy, which has developed in both an incremental and abrupt fashion. The article demonstrates the use of policy change theory in analysing integrity policy developments.
