Abstract
At the end of the seventies, according to a French specific legal framework, an interbranch organisation (ONIDOL) was created to gather producers, storers and crushers involved in oilseeds production and transformation. The first concern was to convert the rapeseed production with new varieties, diversify the outlets, and increase the uses for both food and feed. Therefore several collective initiatives have been carried out: research and development programmes, common quality rules, settlement of futures markets, development of non food uses and biodiesel. Today, ONIDOL has to consider whether the new Common Agricultural Policy fits in with such collective actions to provide added value in oilseed integrated chain. The target concerns in particular the new outlets, the management of safety, security and traceability rules of production fluxes and their harmonisation, the management of environmental constraints.

L’expérience acquise au sein de la filière des oléagineux au cours de la dernière période montre que l’interprofession peut être ce lieu de proximité entre organisations ou fédérations professionnelles d’un même secteur où peut s’élaborer non seulement une fonction régulatrice, s’agissant d’élaborer par exemple des normes communes, des cahiers des charges, des disciplines collectives – mais également une fonction stratégique s’agissant d’anticiper sur les évolutions que devra prendre demain l’action collective

Les relations entre les multiples acteurs d’un même secteur, de la production à la transformation, peuvent-elles encore faire l’objet d’une harmonisation, d’une coordination, voire d’une mise en commun de moyens ?Sans prétendre à une réflexion prospective sur les conditions d’adaptation et de modernisation de la filière française des oléagineux, nous nous efforcerons ici de rappeler quelques exemples d’actions communes qui ont été conduites au sein d’une filière, à la lumière de 25 ans d’activité de l’ONIDOL, l’interprofession française des oléagineux.
