Abstract

This text presents a reflection on the trajectory of a decade of the National Policy of Special Education in the Perspective of Inclusive Education, through a historical and political analysis of the process of production of such policy. It takes as a theoretical-analytical reference the policy cycle, trying to problematize the context of influence, the context of the production of political text and the context of the practice, with a view to apprehend how this policy was formulated before a scenario of influences and interests politicians who found resonance in the production of the political text. Political text that is not simply implemented in the context of practice, but is subject to interpretation and can be recreated over the course of ten years, having as its marks the challenges, advances and setbacks of its developments.
