Ukrainian Library Association in the Conditions of the Covid-19 Pandemic

Abstract

In the context of the COVID-19 pandemic, the issue of adaptation of public authorities, organizations, institutions, and individual citizens to life in conditions of quarantine and social distancing became relevant. The organization of the activities of the Ukrainian Library Association as a leader in librarianship was to be an example of an effective response to the current challenges associated with the spread of coronavirus infection. The proposed scientific research is devoted to determining the level of activity of the Ukrainian Library Association in quarantine compared to the pre-quarantine period, key activities of the association, justifying its ability to quickly adapt to the conditions of social distancing, while maintaining the status of leader.The main source for the analysis was the news flow of the official web portal of the Ukrainian Library Association for the period from March to November (inclusive) in 2020, as well as for the corresponding period of 2019.Based on the application of methods of quantitative and qualitative content analysis, statistical, included observation, visualization method to illustrate the results of the study, it was found that the activity of the Ukrainian Library Association in social distancing remained at the previous level, indicating that the association effectively adapted to new conditions of quarantine restrictions. At the same time, the most expressive were the areas that can be defined as educational, design, “pandemic COVID-19”, cultural and innovative. The achievements of the association were the signing of memoranda of cooperation with the Public Health Center of the Ministry of Health of Ukraine and the Library Country Charitable Foundation for the promotion of healthy lifestyles and health attitudes through the library network of Ukraine and the Ministry of Digital Transformation. Of Ukraine, the Committee of the Verkhovna Rada of Ukraine on Digital Transformation and the Internet Association of Ukraine on the creation of digital literacy centers on the basis of public libraries in different regions of Ukraine.

На основі застосування методів кількісного і якісного аналізу контенту, статистичного, включеного спостереження, методу візуалізації для унаочнення результатів дослідження було виявлено, що активність ВГО «Українська бібліотечна асоціація» в умовах соціального дистанціювання залишилася на попередньому рівні, що свідчить про те, що вона ефективно адаптувалася до нових умов карантинних обмежень.

Introduction
