S. ; Ishida, K. Abstract Automated methods have been used to obtain a complete catalog of 18,303 stellar objects covering 21.46 square degrees towards the North Galactic Pole. The data are based on the COSMOS measurement of 19 plates taken with the Kiso Schmidt telescope. The methods of merging the data sets from different plates, the star/galaxy discrimination, the magnitude calibration in the UBV and I bands, and the reliability and completeness of the catalog are discussed. A preliminary analysis of the catalog based on the UBV data shows good agreement with previous catalogs in the region of the North Galactic Pole. A significant difference in the number counts between the North and South Galactic Poles is attributed to the disk population and may be explained if the Sun is situated 40 pc north of the galactic plane.
