Abstract

In Turkey, the institutions, which produce most publications in terms of publishing activities, are public institutions and establishments. Many public institutions and establishments, founded with laws in order to produce works and services for the public, publish assorted publications in various contents and types with the aim of introducing their own activities, purposes and targets. All these publications are called government or official publications. However, due to being published in limited numbers and distributed in narrower environment than other traditional sources, their access is described as limited sources as well. These characteristics of government publications necessitate being controlled more carefully. For this reason, a special bibliography had been prepared for only bibliographical control of those publications between 1971-1989, but its publication was stopped with the reason that two other important government publications, The Turkish National Bibliography and The Bibliography of Articles in Turkish Periodicals include the government publications. This case affected the control of the publications published by the public institutions and establishments negatively. In the study, producing, access and bibliographic control of government publications in our country are discussed with examples from foreign countries, and proposals particularly for bibliographical control of the government publications are offered.
