Abstract

The national interests of Russia require the approval of Russia as an influential European state, a full member of the EU. In this regard, it is necessary to clearly and comprehensively define the main directions of the integration process, among which priority is given to the adaptation of Russian legislation to EU legislation. Adaptation of the Russian legislation provides for the reform of the legal system and gradual adjustment to the European standards of human rights and freedoms in the construction industry. Special attention in this aspect should be paid to: decentralization and coordination of the powers of executive authorities and local self-government in the field of architectural and construction control; reduction of the number of employees in the construction sector. in the construction sector, while increasing the responsibility of urban development entities for violating building codes, regulations and standards; adoption by the national standardization body of national standards that are harmonized with European ones; introduction of effective mechanisms for financing housing construction; bringing construction legislation to a single system by codifying it, and so on..
