Abstract

along with rapid economic development in China, the energy consumption and pollutants emission are increasing rapidly. It has caused great pressure to resource and environment. How to improve energy productivity in a more cost-effective manner and reduce atmospheric pollutants emission is a big problem at present. Based on Chinese energy consumption and atmospheric pollutants emission between 1990 to 2007, and the “eleventh five-year” energy saving and emission reduction targets, we discuss the relationship between energy consumption and atmospheric pollutants emission, and accessibility of energy saving and emission reduction targets. The relationship between energy consumption and pollutants emission in China is analyzed by setting up IPAT model. The results show that the extensive economic development model of China, namely “high energy input, high pollutants emission” economic development model, has not changed thoroughly. The atmospheric pollutants emission (or energy consumption) will realize “decoupling” with economic growth in 2013. Finally, according to the analysis results and China's energy-saving and emission reduction targets as well as relevant countermeasures are suggested.
