Abstract
This article presents the state of the question of the energy sector in terms of non-conventional renewable energy resources at a global, regional and national scale. First, an exploratory descriptive study about global policies in the fight against climate change from the energy sector referred to the mitigation of greenhouse gases is presented. Secondly, the economic variable in the strategies of scaling and spatialization of renewable energies based on the use of non-conventional renewable energy sources is reviewed. The existing public policies related to the promotion of renewable energies and energy efficiency and their limita-tions are described. Third, guidelines for the design and execution of programs and projects of urban, peri-urban and rural sustainable energy systems at the industrial and residential levels are presented. Finally, a set of public policy recommendations to promote a reengineering of the current National Energy Policy for the period 2018-2025 is presented. The purpose of these policies is for the state to comply with the National Mitigation Contributions for Green-house Gases. In this context, it is important to note that the National Energy Security ap-proach allows to discuss and reflect more deeply on the «energy trilemma»: (i) energy securi-ty; (ii) energy equity; (iii) energy sustainability.
