Abstract
The paper presents a steady state traffic assignment model which accounts for the major features of queues at bottlenecks: flow truncation due to capacity limitations, increased travel times due to queue formation in the bottleneck link, and increases in upstream links’ travel times due to queue spillover. The queue effects are incorporated into the conventional user equilibrium assignment model by a proper definition of the cost (travel time) function. An iterative solution algorithm which do not require path storage is described, a numerical example is included, and some application issues are discussed.
