Abstract

This article is appearing at a time when persisting political divergences continue to postpone the conclusion of the Uruguay Round. Despite so far unmet commitments, marked in particular by exogenous circumstances (eg US presidential elections) and interpreted as expressions of collective will, they have effectively provided continuous impulses to the negotiations which have thus taken on their own dynamics and gradually contributed to shape the emerging agreement, unlikely to be substantially altered at present before it is finally accepted and comes into effect. It is not too soon to discuss the impact of the Uruguay Round on the tourism business, although any further reference to the Agreement should be understood as pertaining to its draft form.
