Abstract
The constant demand for increased capacity and efficiency has led to numerous changes or proposals for change in transportation systems. The proposed changes often entail increased levels of automation and claim constant or improved levels of safety. This paper describes an approach to ensuring safe change in transportation systems, by eliminating or mitigating the occurrence of hazards resulting from the change. The approach, inspired from systems theory and control theory, takes into account all the components of the system and their interactions. An air traffic control conflict detection tool, MTCD, is used to illustrate the methodology.
