Abstract
Due to recent developments in economic and political environments in South Asia and South Africa respectively, several issues concerning trade and investment have emerged within the Indian Ocean region and internationally. The question investigated in this paper is the extent to which the “pull factors” rather than the “push factors” could induce an Indian Ocean Regional Grouping (IORG) framework to promote development in the region. Please note that all the tables have been placed in an Appendix at the end of this paper to allow the paper to read more smoothly.
