Abstract
The demand for e-learning educational policy in the United Arab Emirates (UAE) is derived from the massive and widespread information and communication technology (ICT) initiatives across UAE, for instance, His Highness Sheikh Mohammed Bin Rashid Al-Maktoum Vice President and Prime Minister of UAE launched an initiative, which saw 14,800 iPads distributed in 17 campuses belonging to the three UAE Federal Higher Education institutions in 2012. A similar initiative was launched across UAE with AED 1 billion being budgeted for it, where the first phase saw 100 tablets being distributed among schools. Hence, without doubt, ICT and e-learning policy is a mere necessity for UAE and therefore this study attempts to determine its implications and the way to tackle it. This study highlights major aspects related to policy formulation. To start with, this paper defines educational policies and e-learning, reviews ICT and e-learning policies around the globe such as in Kosovo and Estonia, discusses the development of ICT and e-learning in UAE and focuses on the need for such policies based on different scholars’ work. Finally, a general framework for ICT and e-learning policy is developed based on international studies and the basic components of good ICT and e-learning policies are determined. Finally, issues emerging from such practices are discussed.
