Abstract

AbstractThe paper aims to identify the main problems of strategic planning of socio-economic (and environmental) development of the Russian Federation and the reasons for their emergence. Moreover, the paper develops the ways to solve these problems in a fully automated process in managing the socio-economic sphere of social relations. The conducted legal analysis found that the low level of effectiveness of strategic planning (particularly in the field of environmental protection and environmental management) is due to two aspects. On the one hand, it is due to the framework nature of the provisions of the law on strategic planning. On the other hand, the low level of effectiveness of strategic planning is caused by its “overloading” with strategic documents, which, in the absence of proper methodological support, leads to misunderstanding of the order of actions by participants in strategic planning, and, as a consequence, to the lack of involvement in the planning process, focusing only on solving individual problems, and abstracting from the achievement of common priorities and goals. During legal research, the authors use formal-legal analysis, synthesis, generalization, and comparative-legal scientific methods. The authors develop proposals to improve the effectiveness of state strategic planning through its digital transformation using the accumulated national and international experience and considering integration with the EAEU. A legal analysis of the main risks that can negatively impact the effectiveness of digital transformation in this area has been conducted. The research may be of practical interest to organizations and authorities of all levels involved in digital transformation.
