Abstract

The values ​​of universal excellence of the world cultural heritage of Pura Tirta Empul are in line with the implementation of Balinese cultural tourism which is based on the Tri Hita Karana philosophy. As a tourist attraction (DTW) visited by many foreign tourists, the Tirta Empul Temple area has not been managed properly. This is proven by the gap between ideal expectations and the facts on the ground. The discourse on the case of illegal catching operations (OTT) in DTW Tirta Empul, the unequal distribution of retribution results between the Manukaya Let Traditional Village and the Regional Government (Pemda) as well as tourist complaints submitted through the Travel Business (UPW) related to cleanliness and visitor services in the area. DTW Tirta Empul is a portrait of the problems that still have to be addressed by stakeholders to be able to realize sustainable Balinese cultural tourism.
