Abstract
The text aims to present some of the potential analytical contributions that Ulrich Beck's theory of reflexive modernization offers to carry out the reading of public policies on sport and leisure in Brazil. Along this path, the emergence of a cosmopolitan realpolitik and meta-games of powers that are increasingly active and decisive on a global scale is considered in order to suggest an analytical design that not only seeks to overcome the borders of the Nation-State but also invests in reflective dimensions of the different actors involved in global political making. With regard to methodological aspects, this is a theoretical article that presents a critical perspective and new hypothetical elements for investigations in the field of sports and leisure policies. For that, we started from the literature and used documents and statistical data as empirical sources for the inferences of the presented assumptions. In this logic, it was possible to show that the sports and leisure policy in Brazil has historically gone through a process of structural reorganization combined with a process of radicalization of modernity in the expansion of the participation of the third sector in the promotion of actions in this area, which caused reflexivity among the actors entangled in this process. Finally, when considering the new dynamics of public sports policy in Brazil, it appears that the theory of reflexive modernization presents itself as a significant theoretical contribution to understanding the current reality.

A modernização reflexiva nos pressupostos teóricos desenvolvidos pelo sociólogo alemão Ulrich Beck é baseada na avaliação de uma ruptura progressiva da sociedade industrial clássica para uma nova forma de organização social representada pela emergência da sociedade “industrial” de risco. Esta perspectiva de análise das políticas públicas que considera o realismo cosmopolita, tal como prospectado em Beck (2011), reconhece a dinâmica de interesses que são introduzidos mediante a consideração do envolvimento do Estado, capital e sociedade civil no referido jogo, tendo em vista seus limites e dilemas historicamente produzidos e estruturalmente ressignificados, bem como levando em conta o caráter não-normativo envolto no trato dessa dinâmica. Do que se seguiu a esse processo de tradução da modernidade para o setor esportivo brasileiro mediante a habilidade política e científica de Tubino e outros agentes, uma série de novos conflitos passaram a compor o cenário da política esportiva no país no contexto de redemocratização, muito em virtude da emergência de um novo conceito de esporte, mais amplo e, portanto, dimensionado como uma “[...] atividade predominantemente física, que enfatize o caráter formativo-educacional, participativo e competitivo, seja obedecendo às regras preestabelecidas ou respeitando normas, respectivamente em condições formais e não-formais” A partir deste cenário, no setor esportivo é possível observar o alastramento e distribuição desse arranjo de reorganização política da sociedade em todas as regiões do Brasil, tal como se expressa na tabela a seguir: Tabela 1: Distribuição das Entidades de Esporte e Recreação por Regiões
