Abstract
This book proceeds in three parts. The first part sets out basic facts. It reviews the historical development of the world opiate market. The second part explores market conditions in Afghanistan, Burma, India, Columbia and Tajikistan in greater detail. The fourth appendix (D) provides information on five other countries - Albania, Kosovo, Mexico, Pakistan and Turkey. The third and final part includes a theoretical model of effective illegality that helps to explain the role of government in determining each country's mode of participation. It also suggests opportunities and challenges for policy makers.
