Abstract
The publication reflects the main results of the functioning of the Latvian model of the higher education and substantiates the possibility of using the Latvian experience to improve the content and practice of the usage of the public administration mechanisms of the educational sphere of Ukraine; based on the analysis of the Latvian experience, the directions of reforming the domestic higher education system were determined; the publication contains summaries and conclusions regarding the content and priority of usage of the certain mechanisms of public administration of the higher education system and its quality.

Аннотация: В публикации рассмотрены основные результаты функционирования латвийской модели высшего образования и обоснована возможность использования опыта Латвии для совершенствования содержания и практики использования механизмов государственного управления образовательной сферой Украины; по результатам анализа латвийского опыта определены направления реформирования отечественной системы высшего образования; публикация содержит обобщения и выводы относительно содержания и приоритета использования отдельных механизмов государственного управления системой высшего образования и его качеством

Among the main objectives of improving the content and practice of functioning of the higher education system, the authors of the project Strategies of reforming higher education in Ukraine until 2020 defined "integration of higher education in Ukraine into the World's and European educational and scientific space." The implementation of this complex in its content and versatile in the areas of manifestation of the issue cannot be imagined without an understanding of the principles of functioning of the European higher education sphere and its main representatives
