Abstract

Abstract Western European peace researchers are exerting a growing influence on the debate over the future of the European security system. Policy‐oriented peace researchers have succeeded in synthesizing the political framework of “common security” with military doctrines of “nonoffensive defense” to provide politically credible alternative security options for social democratic parties (particularly the SPD in West Germany). In the process, these peace researchers are diverging from the prevalent Galtungian school of thought with its emphasis on a fundamental critique of existing social structures. Mikhail Gorbachev's adaptation of the new defensive strategies in his formulation of “new military thinking” and “reasonable sufficiency” indicates that these ideas put forward by peace researchers will play a major role in the impending transformation of European security structures.
