Abstract

A report prepared by the author for the Pearse Inquiry on Federal Water Policy estimated that the annual services provided to Canadians by water had a value of at least C7.5 to 23.0 billion. In this paper, these estimates are summarized and discussed. Although they can never substitute for detailed assessments of individual projects, the estimates establish a prima facie case that recreational and non-participatory uses of water may dominate many proposals for development.
