Abstract

This paper studies the recent crises between the Welsh and British governments, especially on the Levelling Up and HS2 rail funding schemes, illustrating the extent to which Mark Drakeford, Wales’ First Minister, and Boris Johnson, Prime Minister between July 2019 and September 2022, embodied two very different visions of the United Kingdom: unionist-devolutionist for Drakeford, unionist-centralist for Johnson. Since a general election is scheduled for the second half of 2024, it remains to be seen whether Rishi Sunak will adopt a more conciliatory approach. Similarly, the Labour Party’s proposals to overcome the crisis affecting the British multinational state will be considered.
