Abstract

In submitting the following article, the author wrote to MR's editors: conclusions of this article will provoke many into furious comment. But to them we can only say, in the wise words of President Nyerere, convince but do not force; argue but do not shout. And to those who might concur with the views expressed here, we say that the task is to change society, not to interpret it. Haroub Othman is a member of the Institute of Development Studies at the University of Dar es Salaam.
