Abstract
Abstract The history of higher education in China is considered as the history of continuously choosing a model of development. The higher education is always facing the problem of walking along the way of intension or extension at different stages of development. From the perspective of macro and micro, this study aims to explore the strategy of connotative development of higher education in China from a policy mapping scope. It plays a bigger and better function by adjusting or optimizing the structure, improving the level and quality under the background of keeping the scale of higher education system stable or growing slightly.
