The State as an Engine of Inclusive Sustainable Economic Growth and Development
This paper is a qualitative analysis of the critical role of government in promoting inclusive sustainable economic growth and development. This critical role of government transcends beyond an economy’s experience of normal economic life or economic crisis, the type of economic system that is being practiced by a nation, and the level of development of a nation. The reason is that government serves as a stimulator, driver, sparker, lubricator, and the co-ordinator of the other economic units to create a conducive environment needed for private sector growth and the overall development of an economy. Though, the state also has its deficiencies in resource allocation and the management of the economy, a poorly functioning government portends economic doom. The exclusive roles of governments in promoting inclusive sustainable economic growth and development are: smoothening markets activities, promoting better macroeconomic performances, driving, sparking, stimulating, and lubricating the private sector for growth, mitigating social vices, undertaking financial sector cleanup, stabilisation, restructuring, providing stimulus packages to address economic meltdowns or recessions, and combating pandemics. This study concludes that the state serves as an engine of inclusive sustainable economic growth and development. This study recommends that governments must be held accountable by their citizenry and the international community for their actions and inactions and should be prevented from shirking their responsibilities to their societies. They need to be more efficient and proactive in ensuring public sector efficiency so as to spearhead economic growth and development. Again, the roles of the state and the private sector in promoting inclusive sustainable economic growth and development must not be mutually exclusive. Every economy must strive for a healthy balance between private sector and state planning that will lead to inclusive sustainable economic growth and development. Governments must promote effective governance and combat corruption both in the private and public sectors of every economy.

The United Nations sustainable development goals aim to promote global industrialization and innovation and achieve sustainable and inclusive economic development by 2030. The sustainable growth of provincial economies has emerged as a critical component of the national plan as China’s economy transitions to a new normal. This article builds an assessment index system encompassing the four "economy–society–ecology–innovation" dimensions to better assess the degree of sustainable economic development in China’s regions. It then uses the gray correlation analysis method to measure and analyze the sustainable economic development of China’s regions from 2006 to 2017. Additionally, the spatial evolution characteristics of each region’s sustainable economic development and spatial pattern are investigated through exploratory spatial data analysis and GIS spatial analysis techniques. This essay seeks to support the region’s economy in achieving sustainable development by offering theoretical underpinnings and useful advice for the creation of successful regional development plans. The study’s findings indicate that in 2017, the assessed value of the level of economic sustainability of China’s regions averaged 0.7156, an increase of 7.3% compared to 2006 while the degree of sustainable economic development in the rest of China, except Inner Mongolia, Shaanxi, and Xinjiang, has steadily increased between 2006 and 2017, the gap between the regions has also widened, with the eastern region having a much higher level of sustainable economic development than the central and western regions. An analysis of the spatial evolution reveals that the degree of sustainable economic development in every region of China generally increases in positive spatial correlation. Its spatial agglomeration is becoming increasingly apparent, with more regions becoming high-high-type and low-low-type agglomerations. Regional wealth disparities, ecological governance capabilities, and technological innovation levels were identified at the local level as essential factors for provincial economic sustainable development, with varying impacts across different regions.

While building innovation capabilities is now clearly understood as a key element in inclusive growth and sustainable development, many attempts to build innovation systems in most developing countries are meeting tremendous difficulties. Amongst the components of innovation dynamics, the issue of design and engineering (D&E) is drawing more and more attention from international organisations and a growing corpus of researchers, both in the North and in the South. Yet D&E raises various questions related to the concepts, the tools and the instruments it uses, but more profoundly and in particular, its links with R&D and innovation. It also raises questions regarding the policies needed to build D&E capabilities. Finally, it raises questions with regards to the practices of D&E and interactive learning at the enterprise level. To assess the real situation, we looked at a small sample of 20 Algerian firms from both the public and private sectors. They include both small and big enterprises from 11 different industries. Design and Engineering is a neglected function throughout the North African region, which explains why local industry is still highly dependent on external sources for technical change and innovation. This is due to a host of factors, namely the low level of policy awareness, weak linkages with the training system, outdated syllabuses, low implication of the experienced workers, and little practice of reverse engineering.

This study examines the Indian inclusive sustainable development. India ranked third in global carbon emissions amidst its economic performance. This tells more about one-sided sustainable development policy of the country. With this trend of development anchored only on Indian economic activities, we consider it important to research the economy with instruments (such as technological innovation, foreign direct investment (FDI), and agriculture) that are unique to the country. India's data from 1980 to 2019 are applied to this study with two models for testing both economic and environmental developments. We utilized two scientific methods (non-linear autoregressive distributive lag (NARDL) and dynamic ordinary least squares (DOLS)) to demonstrate both symmetric and asymmetric technical analyses. Findings from NARDL show that technological innovation and FDI are mitigating carbon emissions, while economic growth and agriculture are increasing carbon emissions thereby impacting negatively the environment. Also, the result from the economic model confirms that all variables are impacting favorably on economic development except carbon emission. The findings from DOLS support the findings from NARDL. The result confirmed that India is yet to attain inclusive sustainable development, however, it is evident that with the right policy framed on tech innovation and FDI, the country could attain balanced sustainable development. Having seen, the dual capacity of both technological innovation and FDI toward strengthening both the economy and environment, it is worthy to consider these instruments as among the sustainable policies

The Study x-rayed diaspora remittance, the Nigerian financial system and sustainable economic development in Nigeria. The study used remittance inflows as measure of Diaspora Remittance and the Gross Domestic Product (GDP) as a measure of sustainable economic development. The study examined the absorptive capacity of the Nigerian financial system to mobilize diapora remittance and transform same into sustainable economic growth and development. Content Analysis (CA) technique was deployed to analyse and examine the data collected from the Central Bank of Nigeria (CBN) Statistical Bulletins for various years, Nigerian Bureau of Statistics (NBS) and the World Bank Development Indicators data base from 1987 to 2020. The data are comprised of the values of diaspora remittance, Gross Domestic product (GDP) and Official development Assistance (ODA). The analysis of the data revealed that the Nigerian financial system mobilized millions and billions of US dollars in remittance into the economy for the period which span thirty fours years with diaspora remittance reaching its peak of twenty six billion, eight hundred and ninety one million, nine hundred and eighty thousand two hundred dollars in 2011. Between 2011 and 2020, the Nigerian financial system raked in an average of twenty five billion US dollars in remittance inflows into the economy. Following from the foregoing findings, the study recommended that the Central Bank of Nigeria (CBN) being the monetary and regulatory authority of the banking system, should formulate policies that would further encourage the inflow of Diaspora remittance through the banking system such that diaspora remittances are well utilized to boost employment generation in order to engender sustainable economic growth and development.

The analysis of sustainable economic growth and development often focuses on how to control the market process through coercive state intervention. While state interventionism may play a significant role in countries’ progress, entrepreneurship is the driving force behind sustainable growth and development. Entrepreneurship is the people’s judgment on ideas, plans, and projects, which promises profit in uncertain times. Its effects are the creation and transmission of information and social coordination as a dynamic process of identifying and solving human problems. Sustainable development is the widening range of entrepreneurial alternatives open to people, and sustainable growth is a phase of sustainable development that depends on genuine savings to finance increasingly capital-intensive production structures. The degree to which people are entrepreneurs and the direction genuine savings take depend on institutional arrangements. Some institutions are more conducive to sustainable growth and development than others. After reviewing principles of growth and development sustainability, how coercive state intervention influences economic performance is discussed, proposing novel policy conclusions and research avenues to cultivate entrepreneurship and genuine savings in a post-COVID-19 world.

The paper examined the Public Enterprise Administration (PEA) needed to reduce the high rate of poverty, enhance employment opportunities, impact economic growth and ensure Sustainable Economic Development (SED) in Nigeria. SED sought to ensure that the poor have access to sustainable and secured sources of livelihood through policy implementation, incentives and natural resources management. The Agency theory was adopted as a theoretical framework while the descriptive research method was employed to analyze secondary data contextually. The study revealed, among other things, that public enterprise administration has a significant direct relationship with sustainable economic growth and development in Nigeria and that public service delivery by most public enterprises in Nigeria was significantly hindered by corruption and other rent-seeking activities. It concluded that SED can be achieved through PEA by harmonizing the three core indicators of economic growth, social inclusion and environmental protection to promote the well-being of individuals in Nigeria. It recommended proper governance of public enterprises to promote transparency and accountability for sustainable economic growth and development, the building of new technology and innovation, Public-Private Partnership (PPP) to create more job opportunities, proper monitoring and evaluation of the governance process to limit corruption/frauds in PEA.

Purpose. The aim of the article is defining theoretical approaches and conceptual bases to the concept of inclusiveness in the economy in order to form new methodological approaches to the study of economic processes at the meso and micro levels. Methodology of research. The methods generally accepted in economics were used in the course of the research, in particular: monographic, system and structural (to determine the meaning of the concept of economic inclusion in the context of cyclical economic development). Findings. The analysis and systematization of theoretical approaches to the definition of the category “inclusion” in the economy are carried out. It is established that the process of inclusion in the economy is a tool to increase people`s participation in the creation, distribution, and consumption of economic goods. The necessity of distinguishing between the concepts of “inclusive growth” and “inclusive development” on the basis of the theory of economic cycles is substantiated. It is determined that economic inclusion is a tool for achieving the priorities of sustainable economic development. It is proved that the use of inclusion as an operational tool of the sustainable development paradigm is aimed at ensuring long-term and sustainable results of economic development at the micro and meso levels. Originality. The necessity of deepening the scientific discourse of economic inclusion, which requires localization and application of the principles of descending governance, is substantiated. For the first time, it is proposed to make a clear distinction between the processes of inclusive growth and inclusive development, which, in contrast to existing approaches, expands the theoretical and methodological basis for the study of economic inclusion at different levels of the economy. Practical value. The practical significance of the obtained results lies in the possibility of integrating inclusive approaches to development strategies and forming practical tools for inclusive development and supporting inclusive growth of micro and meso economic entities by government agencies and representatives of business structures. Key words: inclusiveness, sustainable development, inclusive growth, inclusive development.

Agriculture is a valuable substance in India’s economic development as it offers employment and income generation to the mass. A massive sub-continental size like India, with a manifest of resource endowment and population density, regional diversities in an agro-climatic environment, is likely to be characterised by irregular economic and agricultural development among various regions. Agriculture plays a vital role in ornamental inclusive enlargement in rural India. As a decisive factor for the development of an economy, Farm Mechanisation has marked and paved the way bright for ruralisation in India. Inclusive growth is considered in the reduction of poverty and terms of employment opportunities. Reduction in economic inequalities, achievement of sustainability and inclusive development are correlated to farm mechanization in Karnataka. Farm mechanization is a significant component of the modernization of agriculture. Farm Productivity is positively correlated with the accessibility of farm power attached to efficient farm implements and their cautious utilization. As a result of diverse programmes implemented by the Government of India over the years and equal participation from the Private Sector, the level of mechanization has been escalating steadily over the years. This is evident from the sale of tractors and power tillers, taken as an indicator of the adoption of the mechanized means of farming. The Department of Agriculture and Cooperation is following a multi-pronged strategy for promoting Farm Mechanization. This paper seeks to explore the intensification of Farm Mechanisation in Karnataka and its impact on sustainable and comprehensive growth and development.KeywordsFarm mechanisationMachineryInclusive growth

Chapter 7 discussed the relationship between economic development and quality of life, which depends overwhelmingly on the challenges and opportunities that people are faced with. This chapter discusses the issue of social justice, which is seen here essentially as the outcome of sustained and inclusive economic development. It begins with a discussion of the relationship between economic growth and social justice, which is followed by a discussion on a paradigm shift towards social justice. There is a reciprocal relationship between social justice and social development; whether social justice will be achieved will depend largely on the structural transformation growth to support sustained economic and social development. It is also argued here that social justice cannot be achieved without economic justice, which is seen here as the foundation of social justice. Finally, it is argued that social harmony can be achieved only when the conditions of a participatory and distributive justice have been fulfilled.
