Abstract

Regulations of the Secondary General Education School, approved by the USSR Council of Ministers, is the basic document of the Soviet school, which comprehensively defines its activities. Following the Great October Socialist Revolution, the first regulatory document of the Soviet school was The Statute on the Unified Labor School of the Russian Socialist Federated Soviet Republic, confirmed by a Decree of the All-Russian Central Executive Committee dated October 16, 1918. Socialist democratic principles of school affairs were proclaimed in this document.
