Abstract

Pratibha Devisingh Patil, the first women President, has assured that she won’t be a merely figure head of the country. My curious mind immediately inquired whether the President of this country is a real head or a mere figure head. The Preamble of our Constitution clearly articulates India as a Republic. Being a Republic, the head of the State is the President and not a hereditary monarch. In India, the President is indirectly elected. Article 54 of the Constitution of India provides for the election of the President and it lays down that the President shall be elected by an electoral college, consisting of the elected members of both Houses of Parliament and the State Legislative Assemblies, in accordance with the system of proportional representation by means of single transferable vote by secret ballot.
