Abstract

Summary. The current state of development of the Ukrainian state is characterized by public awareness of the need for decentralization of public power. At the same time, the result of these changes should be an effective and optimal system of public authority, able to solve complex problems of socio – economic, political and cultural development of our country. The formation and development of territorial communities in the context of decentralization of power in Ukraine is closely linked to the formation of local governments. This process is very important for our country and its population. The stronger the individual territorial communities will be formed, the stronger the state as a whole will become. The purpose of the article is to characterize the essence of the territorial community, which exercises its powers through local self-government. The methodological basis of the study are methods of logical generalization, systems analysis and synthesis, observation. The article considers the theoretical and methodological aspects of the existence of the territorial community, which exercises its powers through local selfgovernment. Features, components, social and economic system of the territorial community are highlighted. The main characteristics of each territorial community are determined, namely the vital activity in which the population is consciously formed, economically, socially and politically active, and the most self-sufficient in its existence and development, as well as economically and financially secure.Two interrelated areas in which the territorial community is well developed are analyzed: social and economic. It is determined that changes in the growth and improvement of quantitative and qualitative characteristics of the economic system of the territorial community lead to the improvement of its economic development. Characteristics of economic and social development of the territorial community as an object of municipal government are characterized: coordination, predictability, controllability, purposefulness, subjectivity, rationality, social orientation. The territorial community as a system is considered and it is determined that sustainability is its internal property. With effective mechanisms, the territorial community can automatically return to a given stable state under the influence of destabilizing factors. If ineffective – it may not return to the specified parameters of development. That is, the management of the development of the territorial community is a purposeful process of managing the socio-economic system, which ensures the stability of relations, elements and structure of the system as a whole in terms of increasing the quality of life in harmony with the environment.
