Abstract
Resolving international conflicts depends on building mutually acceptable goal sets and continually reexamining these goals to ensure that current goal interpretation remains acceptable to the parties who negotiated the goals. A Values Forum is proposed to help interpret goals when intercultural issues block mutual understanding. The Values Forum will contribute to building robust agreements and reducing conflict.
