Abstract

The article overviews historical events and contemporary debate concerning drugs and legal issues. It considers how these influence the philosophy and practices of harm reduction and law enforcement responses to drugs. Contemporary theoretical and applied issues of importance in this area are highlighted, including the drugs and crime link; the relationship between drug dependence, autonomy, and rights; and harm reduction and law enforcement innovation and evidence of impact. Conclusions are offered on how a ‘best mix’ of public health and law enforcement approaches to drugs may derive from consideration of drug use and its health, ethical, legal, and social consequences.
